People’s Advocate have sent a Letter to High Commissioner of Human Rights in the Russian Federation

People’s Advocate Ceslav Panico sent a Letter to High Commissioner of Human Rights in the Russian Federation Tatiana Moskalikova with the urge for High Commissioner of Human Rights, the institution that she leads, to make utmost efforts and use all available leverage  in order to help to put an end to the military conflict on the territory of Ukraine and to return the warring parties to the negotiating table in order to restore the application of the international law principles and the application of humanitarian law in conflict zones.

Dear High Commissioner,
Becoming aware of the importance and role of the institution for the protection of human rights that you lead in the process of protection and promotion of human rights in Russia and at international level, as well as your personal contribution to the protection of human rights based in particular on observance of international treaties and rights to which the Russian Federation is party, I express my deep concern over the military actions taken by the Russian Federation in relation to Ukraine.

It is unacceptable for the 21st century that people die during a military conflict. Any military conflict leads to serious human rights violations and does not provide real protection mechanisms for civilians who are or may be in this conflict without their consent. Conflicts need to be dealt peacefully at the negotiating table, avoiding military action and people’s death at all costs.

In this context, in the name of the institution I run, in the defence of the rights of all those who suffer in this conflict regardless of nationality, citizenship, race, age, sex, political vision, we have full confidence that You and the institution you lead, will make all efforts and will use all available levers for helping to put an end to the military conflict on the territory of Ukraine and to return the warring parties to the negotiating table in order to restore the application of the principles of international law and the application of humanitarian law in conflict zones.

The People’s Advocate Office, the National Institution for the Protection of Human Rights in Moldova, expresses its availability to contribute to the end of the military conflict and to provide assistance in the protection of human rights and freedoms of suffering persons as a result of military action.

Respectfully,
People’s Advocate (Ombudsman)
of the Republic Moldova Ceslav PANICO
