Problems faced by the people domiciled in the eastern districts of the country, monitored by the official within the Varnita Representation of the PAO:

Persons residing in the Transnistrian region and the municipality of Bender, for whom the Government has assumed the status of insurant, registered on the list of family doctor, cannot benefit from compensated medicines and medical assistance in the centers of family doctors in the neighboring localities in connection with the establishment of traffic prohibitions

A strategic pharmaceutical unit located on the administrative border with the municipality of Bender stopped its activity.

39 employees, out of which 26 medical workers from the medical institutions in the neighboring localities do not have access to jobs in connection with the establishment on leaving the Transnistrian region. Several centers for family doctors in the neighboring localities were left without a family doctor.

The retirees who reside on the left bank of the Dniester and receive pensions from the National House of Social Insurance do not have access to the banking institutions (post offices; bank terminals) to collect their pensions. The same situation applies to teachers and other categories of persons residing on the left bank of the Dniester.

Reaction of the People’s Advocate:

In an approach sent on March 25, to the Ministry of Justice, the People’s Advocate proposed the convening of the meeting of the Working Group on Human Rights in the process of regulating the Transnistrian problem, to discuss the alleged violations of human rights and the problems faced by people domiciled on the left bank of the Dniester in the context of measures to combat COVID-19. Also, in a message sent on behalf of the Commissioner on Human Rights from Tiraspol, Veaceslav Kosinskii, the People’s Advocate addressed the need to contribute to solving the problems arising in the context of actions to prevent and combat the new type Coronavirus related, in particular, to ensuring the access of people to the workplace, the place of living, to the banking institutions on both banks of the Dniester, as well as to the family doctors’ centers.

At the proposal of the Reintegration Policy Bureau, a real-time communication channel was established for the exchange of information, through the Varnita Representation of the People’s Advocate’s Office.  

Meanwhile, the Ministry of Justice informed the People’s Advocate about the impossibility of convening the working group under the existing epidemiological conditions, suggesting the People’s Advocate to transmit the information on human rights violations to the Reintegration Policy Bureau.
