Problem identified: Disconnection from telecommunication services due to non-payment of fees for services rendered

The employees of the People’s Advocate Office were informed about disconnecting the telecommunications services (telephone) on March 30, of a retiree from the village of Mereni, the district of Anenii Noi, due to non- payment of the monthly fee for the services provided.

  The response of the People’s Advocate:

The People’s Advocate issued an opinion (Aviz nr. 07-4-15 din 02.04.2020) on behalf of the director of the National Agency for Regulation of Electronic Communications and Information Technology and of the Minister of Economy and Infrastructure, requesting them to apply urgent measures to effectively ensure permanently the provision of secured, safe telecommunication services, without assigning an excessive burden to the public / users throughout the territory of the Republic of Moldova.

This should include, inter alia, providing free access for all to a minimum number of communication and information services, in particular telephone and Internet, throughout the state of emergency; paying special attention to people living in rural or isolated areas (quarantined), with low income and / or special needs.
